When asked about removing Mount Ararat from Armenia's border stamps, Security Council Secretary Armen Grigoryan said:
"When you build a house, you should not have a picture on the wall that can cause other emotions to the neighbor."
Mount Ararat -- the symbol of Armenia for millennia, featured on the national coat of arms as mandated by the Constitution -- compared to a wall decoration that bothers the neighbors. By a man born in Artsakh. Azerbaijan's President Aliyev had previously demanded Armenia stop using Ararat. Grigoryan obliged.
The Shushi Wedding

In 2021, Citizen Lab identified Predator spyware infrastructure in Armenia. Amnesty International found Predator traces. Meta identified a likely Armenian customer. The spyware was sold by Intellexa S.A., headquartered in Athens, Greece.
As the person who coordinates national security policy, Grigoryan would have been in the decision chain for any state-level spyware procurement. The question: did he authorize Predator? Who was targeted? Armenian citizens? Journalists? Opposition figures?
