The Ararat Quote

EXACT QUOTE

When asked about removing Mount Ararat from Armenia's border stamps, Security Council Secretary Armen Grigoryan said:

ARMEN GRIGORYAN -- ON MOUNT ARARAT

"When you build a house, you should not have a picture on the wall that can cause other emotions to the neighbor."

Mount Ararat -- the symbol of Armenia for millennia, featured on the national coat of arms as mandated by the Constitution -- compared to a wall decoration that bothers the neighbors. By a man born in Artsakh. Azerbaijan's President Aliyev had previously demanded Armenia stop using Ararat. Grigoryan obliged.

The Shushi Wedding

CONFIRMED -- SOCIAL MEDIA + NEWS

NOVEMBER 9, 2019 -- SHUSHI, ARTSAKH

Armen Grigoryan married Svetlana Avetisyan at the Ghazanchetsots Cathedral in Shushi. PM Pashinyan attended. Grigoryan posted on Facebook: "Wedding in Shushi -- the operation has begun."

Less than one year later:

DATEEVENT
November 9, 2019Grigoryan marries in Ghazanchetsots Cathedral, Shushi
September 27, 202044-day war begins
November 8, 2020Azerbaijan captures Shushi. The cathedral is shelled.
September 19, 2023Azerbaijan takes all of Artsakh. 120,000+ displaced.
2025Grigoryan: symbols "should not evoke emotions in neighbors"

He married in Shushi. He lost Shushi. He now tells Armenia to forget Shushi. When journalists asked him in May 2025, "Is the Shushi Liberation Day not a holiday for you?" -- the man who married in Shushi had no answer.

The Family Pipeline

NETWORK ANALYSIS

Grigoryan's wife is Svetlana Avetisyan. Her brother is Sos Avetisyan -- who went through the exact same Soros-to-government pipeline:

PERSONPRE-GOVERNMENTGOVERNMENT POSITION
Armen Grigoryan (husband)Transparency International (Soros/NED)Security Council Secretary
Sos Avetisyan (wife's brother)Open Society Foundations (Soros)MP -> Ambassador to Spain

Both men went from Soros-funded organizations directly to state power. The marriage connected two pipelines into one family network. Sos Avetisyan went from Open Society Foundations to "My Step" MP to Ambassador to Spain -- with his brother-in-law running national security.

When the Security Council Secretary and the Ambassador to Spain are brothers-in-law, and both came from the same NGO ecosystem, it is not a coincidence. It is a network.

The Intelligence Meetings

CONFIRMED -- PUBLIC RECORDS

For a man with no intelligence background, Grigoryan has an extraordinary rolodex:

A 38-year-old former NGO worker sits across from the directors of the CIA and MI6. The contents of these meetings have never been disclosed. What was discussed at Langley? What did MI6's chief brief him on? What did Armenia offer, and what was promised in return?

The Predator Connection

UNRESOLVED

As Secretary of the Security Council, Grigoryan sits at the top of Armenia's national security decision chain. This includes oversight of:

In 2021, Citizen Lab identified Predator spyware infrastructure in Armenia. Amnesty International found Predator traces. Meta identified a likely Armenian customer. The spyware was sold by Intellexa S.A., headquartered in Athens, Greece.

As the person who coordinates national security policy, Grigoryan would have been in the decision chain for any state-level spyware procurement. The question: did he authorize Predator? Who was targeted? Armenian citizens? Journalists? Opposition figures?

Eight Years, Zero Accountability

In his 8 years as Security Council Secretary, under Grigoryan's watch:

And yet he remains. Defense Ministers change. Foreign Ministers change. The Security Council Secretary -- the man from Artsakh who told Armenia to forget Artsakh -- stays.

He was born in the land they surrendered. He served in the army they dismantled. He is the nephew of the general they prosecuted. And he compared Ararat to a wall decoration that bothers the neighbors. This is the man who runs Armenia's secrets.
