The EU funded a program to prepare the ground for opening the Turkey border. Rubinyan was one of its fellows. Three years later, he was appointed as Armenia's official envoy to do exactly that.
This is not a conspiracy theory. This is documented program design.

Turkey sent a 63-year-old career diplomat who served as Ambassador to the United States and Secretary-General of the National Security Council. Armenia sent a 34-year-old who had been in politics for six years. The experience gap is not accidental. It is the point.
While Rubinyan negotiated, Turkish MPs proposed naming the border checkpoint after Talaat Pasha -- the architect of the Armenian Genocide. This is what Turkey thinks of the "normalization."

The MFA Breach: 22 Compromised Accounts

The Armenian Foreign Ministry -- where Rubinyan served as Deputy Minister -- has 22 compromised accounts in breach databases. Stealer malware families: Lumma, RedLine, Raccoon, StealC, Azorult, Vidar. The parliament has 13 more.
The man negotiating Turkey's access to Armenia's border operates from institutions with 35 known credential compromises. Who has access to his negotiation positions, his private communications, his strategic documents?
Methodology
EU program documentation (ATNP consortium records), Armenian parliamentary records, Wikipedia biographical data, Hrant Dink Foundation fellowship records, Sabanci University and Kadir Has University program pages, HudsonRock breach database, Armenian and international media reporting, PACE official records. The EU funded a program to prepare fertile ground for opening the Armenia-Turkey border. It trained an Armenian fellow in Istanbul. That fellow's father had held the Vice President of Parliament position 25 years earlier. The fellow became Deputy Foreign Minister at 28, Vice President of Parliament at 31, and Turkey envoy at 31 -- the exact role the EU program prepared him for. He negotiates "without preconditions" -- meaning without Genocide recognition. He faces a 63-year-old Turkish veteran and calls the conflict "over." Meanwhile, the same government erases the Declaration of Independence, attacks the Apostolic Church, and arrests anyone who disagrees. Every policy points in the same direction. The question is no longer "why." The question is "for whom."
