What The National Interest Warns
APRIL 2026
The National Interest published an analysis titled "Why America's AI Push in Armenia Faces Political and Security Risks" -- warning that transferring AI technology to Armenia carries dangers given the country's political environment and security challenges.
They're right to warn. But they don't know the half of it.
What OWL Has Already Documented
THE FULL PICTURE
The government receiving AI technology is the same government that:
OWL Investigation: Who Is Watching? -- Citizen Lab identified Predator spyware infrastructure in Armenia in October 2021. The company behind it, Intellexa S.A., was headquartered in Athens, Greece. Armenian officials were in Greece on a private jet one month earlier. The NSS deputy was writing about surveillance expansion at the same time.
The PM wears a hidden microphone. The NSS uses parents of missing soldiers as informants against other parents. The Prosecutor General bugged her own prosecutors. This is the security apparatus that would control AI surveillance tools.
The Pattern: Acquire, Deploy, Suppress
- 2021: Acquire Predator spyware from Greece -- deploy on citizens
- 2022: Send Ombudsman to unknown training, return as spy chief
- 2023: Security Council chief visits CIA -- intelligence integration deepens
- 2025: $63M NGO pipeline has placed 20+ Western-trained operatives in government
- 2026: US pushes AI technology -- into whose hands?
The question is not whether Armenia should have AI technology. The question is: should AI surveillance tools be given to a government that already deployed Predator on its citizens, bugs its own prosecutors, infiltrates grieving families with NSS agents, and arrests teenagers for standing in church?
Who Would Control AI in Armenia?
| POSITION | PERSON | WHAT OWL DOCUMENTED |
|---|---|---|
| Security Council | Armen Grigoryan | Soros -> TI -> Security Council. Visited CIA HQ. |
| Foreign Intelligence | Kristinne Grigoryan | USAID -> Ombudsman -> 9 missing months -> FIS Director |
| Prosecutor General | Anna Vardapetyan | Chatham House member. Bugged her own prosecutors. |
| Ombudsman | Anahit Manasyan | Tavitian/Fletcher School. Friend of Vardapetyan. |
Every institution that would oversee AI deployment is controlled by someone from the Western training pipeline. The same pipeline that produced a spy chief with 9 missing months and a Security Council secretary who visited Langley.
They started with Predator -- spyware that can read your messages, activate your camera, and track your location. They continued with the NSS -- turning parents into informants, bugging prosecutors, recording citizens with hidden microphones. Now they want AI. The technology changes. The purpose doesn't. In a democracy, AI serves the people. In Pashinyan's Armenia, it will serve the machine.
