What «Հերթական Ծառատունկ» Signals
«Հերթական» translates as "regular" or "the next one" — a word that explicitly identifies the activity as routine, recurring, non-newsworthy. The Mayor's social-media line is not "I planted trees in Fizgorodok today" or "On Citizen's Day, I planted trees" or "After Genocide Memorial Day, I chose to plant trees" — it is "our regular tree-planting was in Fizgorodok." The construction places the activity outside the day's politics altogether. It is, by linguistic design, the opposite of an opinionated statement.
PUBLIC RECORD The Yerevan Mayor of the Republic of Armenia is not an apolitical office. The Mayor is a Civil Contract member, was nominated and elected on a Civil Contract list, votes with the party, attends party events, signs party resolutions. The institutional reality of the office is that its incumbent is a fully political figure of the ruling faction. The presentation of the office as "we plant trees" is a presentational choice, not an institutional fact. The choice has a function.
Succession Architecture, As Currently Visible
Civil Contract entered the post-2018 period with one charismatic apex (Pashinyan) and a thin executive bench. Across 2018–2025 the bench has been built deliberately. Of the named-six figures OWL is currently mapping, three are in the apex stratum (Pashinyan, Simonyan, Anna Hakobyan), one is the operational Yerevan municipal product (Avinyan), and two are parliamentary-faction operators (Aleksanyan, Konjoryan). Of these six, only Avinyan has, across multiple election cycles, been positioned as a succession-eligible candidate — youngest, technocratic, infrastructure-themed, photogenic, present in Yerevan municipal media every week with non-doctrinal product.
The architecture that produces a succession candidate also requires that the candidate not be tied to any specific doctrinal moment that could later become a liability. Pashinyan can give the «Իրական Հայաստան» speech because Pashinyan is the apex of the doctrine; the speech defines him. Simonyan can give the «վերքերը՝ զարգացման հիմք» reframing because Simonyan is the parliamentary executor of the doctrine; the reframing positions him for the cabinet's communication face. Anna Hakobyan can take the State Protection Service cordon at Tsitsernakaberd because she is, structurally, the apex's domestic counterpart and the cordon is part of the protectee package.
Avinyan does not, on this calendar day, take a doctrinal position. Avinyan plants trees. The position he is taking is "preservation of optionality." If Civil Contract enters June 7 with a strong electoral position, Avinyan is the bench candidate for next-PM. If it enters with a weak position, Avinyan is the bench candidate for the post-Pashinyan reformulation that retains Civil Contract identity without the Pashinyan baggage. In either scenario, the April 25 tree-planting is the right activity.
Why Fizgorodok Specifically
Fizgorodok — Փիզգորոդոկ, the Russian-derived colloquial name for the «Ֆիզկուլտուրիկների Քաղաք», "Physical-Culture-Workers' Town" — is a Soviet-built apartment block district north of central Yerevan, originally constructed for instructors and athletes of the Soviet physical-education system. Today the district is one of Yerevan's lower-income residential zones with a high concentration of pensioner residents and a long-standing complaint record about street lighting, road repair, courtyard infrastructure, and tree cover.
A tree-planting in Fizgorodok is therefore not a randomly-chosen photo-op site. It is the kind of low-key infrastructure-touch that carries a soft positive halo with a specific demographic — older Yerevan residents who vote — without committing the Mayor to any contested political statement. Choosing Fizgorodok over a flashier district like Northern Avenue or Cascade is consistent with the strategic position OWL has just described: stay above doctrine, accumulate goodwill in voter-dense low-income districts, present the office as "regular" and "non-political."
