Headline: «Սահմանապահ ծառայությունը խաղաղության կարևորագույն խորհրդանիշ է, մեր խնդիրն է ընդլայնել մասշտաբները. վարչապետ» — "The border guard service is the most important symbol of peace; our task is to expand the scale. — Prime Minister."
Context (Armtimes meta-description): «ՀՀ վարչապետը և ԱԱԾ տնօրենը հարգանքի տուրք են մատուցել հանուն հայրենիքի կյանքը նվիրաբերած զոհված զինծառայողների հիշատակին» — "The Prime Minister and the NSS Director paid respects to the memory of fallen soldiers who gave their lives for the homeland."
The Three Words That Carry The Argument
PUBLIC RECORD Three words in this sentence do nearly all of the political work.
«Սահմանապահ» — "border guard." The institutional name for the Armenian Republic's border-defence personnel. Historically, the meaning of this institution has been: armed personnel who defend Armenian territory from incursion or invasion. The Armenian state border is, by international-law definition, the limit of Armenian sovereign territory; the border guard is the institutional defender of that limit. This is the standard definition in 200 countries.
«Խաղաղության կարևորագույն խորհրդանիշ» — "the most important symbol of peace." A symbol is a representational object. To call the border guard a "symbol of peace" is to relocate its primary function from defence (active resistance to incursion) to representation (passive standing-for of an abstract value). A defender is operational. A symbol is decorative. The reclassification is in the part of speech.
«Ընդլայնել մասշտաբները» — "expand the scale." Of what? In context, the antecedent is the prior clause: expand the scale of border guard service as a peace symbol. This phrasing does not say "expand defence." It says "expand the scale of the symbolic peace function." If the "scale" of a peace symbol is expanded, the symbol becomes more visible, more ceremonial, more theatrical. The defensive operational reality stays the same or — more likely — diminishes.
The full sentence, taken together, performs a substitution: the institution that defends the border becomes the institution that represents peace at the border. The defenders become the ceremonial honour-guard of a peace that is, in this framing, the higher value than the defence.
Why This Substitution Matters Now
Two contextual facts make the timing significant.
First: the post-2023 territorial reality. Since the September 2023 Azerbaijani full takeover of Karabakh and the forced displacement of the Armenian Karabakhtsi population, the Armenian state border itself has been the subject of repeated bilateral concessions to Azerbaijan -- the Tavush handover (April 2024), the post-Washington-Declaration adjustments (August 2025), and the ongoing demarcation process. In each of these, the operational role of the border guard has been to retreat from territory previously inside the Armenian Republic, on the orders of the same government that today calls them a "symbol of peace." Reframing the institution as symbolic rather than operational makes the retreat narratable as performance of peace, not as territorial concession.
Second: today is one day after Edmon Marukyan's October 2025 lawsuit-anniversary cycle. Marukyan, the founder of Bright Armenia and a current opposition voice, sued the Pashinyan government in October 2025 over the removal of Mount Ararat from state border stamps -- arguing that erasing the historical Armenian symbol from the border literature was unconstitutional. The lawsuit framed the border as carrier of national-identity claims. Today's «peace symbol» reframe is the executive answer to that lawsuit's premise. The border, in Pashinyan's framing, is not where Armenian identity is anchored. It is where peace is performed.
The Doctrinal Sequence — Now Visible Across One Calendar Week

Six reclassifications in four days. Each removes one Armenian-state defensive-or-claim object from the operational register and relocates it to either symbolic, transactional, or developmental register. The pattern is the project.
What «Expanding The Scale» Of A Peace Symbol Could Mean
The phrase «մասշտաբները ընդլայնել» — "expand the scale" — is unusual when applied to a "peace symbol." OWL flags four readings, none yet confirmed:
- Numerical expansion: hire more border guards. Operationally meaningful but inconsistent with the "symbol" framing.
- Geographic expansion: deploy border guards to additional sites, possibly for joint Azerbaijani-Armenian peace-monitoring. This would be operationally significant and would represent a substantial concession structure.
- Ceremonial expansion: increase the visibility of border-guard ceremonies, parades, public memorials, school visits. Symbolic only.
- Narrative expansion: use the "border guard as peace symbol" framing more broadly across government communications. Pure messaging.
The Pashinyan administration has not, in this Armtimes article, specified which of these is meant. OWL will track which actually materialises in the next 30 days.
