The Sample-Selection Problem

The 477 precincts summarised by 22:54 UTC were not a representative random sample. Rural marz precincts -- which lean strongly toward Civil Contract per the Shirak (60.7%) and Aragatsotn (65.2%) breakdowns we documented in the live blog -- complete their count earlier and report first. Yerevan administrative-district precincts (Avan, Ajapnyak, Davtashen, Kentron) report later. The 477 sample was rural-weighted. The 1,500+ precincts not yet counted at 22:54 UTC included the urban majority of the Yerevan vote, where Civil Contract's margins -- per the Avan and Ajapnyak numbers we have -- shrink to roughly 2:1 over Strong Armenia rather than the 3:1 ratio in Shirak.

This is not a hypothesis; the CEC's own progression shows it. At 131 precincts, Civil Contract had 56.04%. At 185 precincts, 55.08%. At 404 precincts, 54.8%. The curve was moving down by roughly one point per 100-150 precincts as the sample became less rural-weighted. The declaration at 477 precincts assumed the curve would stop moving. The curve had no reason to stop moving.

Why the Declaration Was Made Anyway

Pashinyan's own framing in the press scrum that followed was internally consistent. Asked whether declaring before all precincts were summarised was problematic, he replied: 'We have authorised persons at every polling station, and we have the protocols, and we are doing our own calculations.' The implicit claim is that Civil Contract had a parallel internal count more comprehensive than the CEC's. The independent verification of that claim is impossible because the protocols are not public.

The political logic of the timing is clearer. A declaration at 23.8% locks in a victory frame before the trend can be questioned. International recognition, foreign-government congratulations (the first arrived from former Georgian President Zurabishvili at 00:02 UTC), and downstream procedural decisions about coalition negotiations and prosecutorial priorities all flow from the declaration's first-mover position. The premature declaration is not a mistake; it is a strategy. Whether the strategy survives the final CEC tally is the question 8 June and the days after will answer.
