The Allegations in Order
Karapetyan, on the record: 'You all saw this past month what persecutions, what violence we were subjected to. About 75 of our teammates are arrested today, more than 700 people have been detained.' On the count: 'Seeing that their results are shamefully falling -- falling by the minute -- they stopped the counting, and we do not even understand what they will present in the morning. Even in world history there has never been a case where they interrupt the count and say we will present results at 9 AM.' On the declaration: 'They announce they have already won with only 30 percent of the data. But you know that 30 percent is just rural-area results -- once city results began, they started dropping sharply. That is why they resorted to special operations -- and we have no idea what those operations are.'
The 75 and 700 figures are Strong Armenia's count, not CEC's or the Investigative Committee's. The 30 percent figure is roughly consistent with the 23.8 percent CEC progression we have documented separately. The 'stopped the counting' claim is harder to evaluate: between 21:01 UTC (185 precincts) and 23:25 UTC (1,029 precincts) CEC continued posting progressive updates, but no further republic-wide vote-share percentages dropped after the 404-precinct cut at 22:05 UTC.
What the Halt Claim Actually Maps To
There is a distinction between 'count halted' (precincts not being summarised) and 'public republic-wide aggregate not being released' (precincts summarised but percentages not published). Karapetyan's framing conflates the two. CEC continued posting precinct progress through 1,029 of 2,005, but it stopped releasing republic-wide vote-share percentages between the 404-precinct (22:05) and 1,029-precinct (23:25) marks. That is a 75-minute gap in aggregate-publication, not a gap in counting.
The political force of Karapetyan's framing nevertheless lands. A 75-minute aggregate-publication gap immediately after the ruling party's share dropped from 55.08% to 54.8% -- and during which the prime minister declared victory -- is, at minimum, a coincidence that observer-mission reports will note. Strong Armenia's promised morning statement will be the next data point.
