Simonyan is the brother of Speaker Alen Simonyan (Left Behind #1). The $343 million flowed through infrastructure tenders -- the exact category of spending that Khudatyan now controls. EuroAsphalt declared bankruptcy in January 2025. The contracts it held need new recipients. Khudatyan decides who gets them.
