More than half of these contracts were single-source, meaning they were awarded without competitive bidding. No open tender. No competing proposals. No price comparison. The government simply chose a company -- often one connected to its own officials -- and awarded the contract directly.

Additionally, nearly 30% of construction companies operating in Armenia report that they expect to give gifts in order to obtain building permits. This is not an allegation from the opposition. This is survey data from the construction sector itself. Nearly one in three companies acknowledges that the permit process involves payments beyond the official fees. The system is not corrupt at the margins. Corruption is the system.

THE EUROASPHALT CONNECTION The ministry Khudatyan now controls is the same ministry that oversaw the contract pipeline through which Karlen Simonyan's EuroAsphalt received $343 million in road contracts (Left Behind #20). Simonyan is the brother of Speaker Alen Simonyan (Left Behind #1). The $343 million flowed through infrastructure tenders -- the exact category of spending that Khudatyan now controls. EuroAsphalt declared bankruptcy in January 2025. The contracts it held need new recipients. Khudatyan decides who gets them.
