What We Know

CONFIRMED Armen Ghazaryan is the most opaque senior official in Pashinyan's government. There is no publicly available biography of him from before 2018. No Wikipedia page in English. No LinkedIn. No pre-revolution press coverage in any searchable language. Every public trace of his career begins with his appointment, after the Velvet Revolution, as Head of Armenia's Migration and Citizenship Service. He was later promoted to Deputy Minister of Internal Affairs, retaining the passports and migration portfolio -- the same portfolio, now with ministerial rank.

For a senior state official controlling passport issuance, citizenship, border admission, migration policy and biometric identity rollout, this level of opacity is unusual. The people who decide who gets documents identifying them as Armenian are normally themselves documented. Ghazaryan is not.

The Double Pipeline

TAVITIAN SCHOLAR -- CONFIRMED Ghazaryan attended The Fletcher School of Law and Diplomacy at Tufts University as a Tavitian Scholar. His name and testimonial appear in the official Fletcher Russia and Eurasia Program alumni article (October 2024). His own words: "The Tavitian Scholarship Program was designed with three important components: law, economy, and politics. All these components were of great importance in my professional career, especially as a public servant and head of office. Overall, the program greatly expanded my worldview and moved me to look at issues from a larger perspective."

The Tavitian Scholars Program is the same Armenian-American diaspora-funded elite training pipeline that produced Anahit Manasyan (Left Behind #41), Davit Nahapetyan at the Central Bank, Ambassador Ara Margarian, former MP Taron Simonyan, and AGBU Armenia head Marina Mkhitaryan. Ghazaryan sits in that cohort.

SOROS/NGO PIPELINE -- CONFIRMED Separately, Ghazaryan is documented in the Soros/NGO-to-Government Pipeline investigation -- the track of officials who moved from NGO and civil-society sector work into state positions after 2018. Of all the individuals mapped across both pipelines in our research, Ghazaryan is the only confirmed person who appears in both. He is the single confirmed double-pipeline product.

The meaning is structural, not rhetorical. Two distinct Western-funded institutional channels -- one an elite diaspora training programme run through a US university, the other an NGO-to-state hiring track -- converged on the same man, and the convergence point is the ministry that controls who is admitted to the country and who receives Armenian identity documents.

What He Controls

Every one of these files is a Western-institutional file. The IDEMIA contract ties biometric identity infrastructure to a French supplier. The EU visa liberalization file ties border admission rules to Brussels. The UN framework binds migration policy to UNDP and related agencies. Ghazaryan's portfolio is, in substance, the interface between Armenian identity documents and Western institutional requirements. His Tavitian training and Soros/NGO pipeline history are the profile of an official selected to run that interface.

What the Opacity Means

The absence of pre-2018 biography is not a neutral fact. For comparison, every other senior cabinet member profiled in this series has a documented pre-revolution career -- business, legal, academic, parliamentary, or civil society. Ghazaryan has none that the open web can produce. Either his pre-2018 career was conducted inside organizations whose records are not publicly available, or that biography was cleaned from public indexes around the time of his appointment, or the appointment itself was the first time the public had reason to know his name. None of those three possibilities is benign for an official who now decides who is and is not admitted as Armenian.

The IDEMIA rollout compounds the concern. Biometric passport infrastructure captures fingerprints, facial geometry, and identity-document metadata on every citizen issued a new travel document. IDEMIA is a French corporation; the contract terms, the data-hosting arrangements, and the key escrow for the underlying cryptographic material are not public. The official administering the Armenian side of that contract is a Tavitian alumnus with an unexplained pre-revolution career.

What This Means

Armenia's identity infrastructure -- passports, citizenship, biometric data capture, border admission, displaced-persons registration -- is administered by a man whose own public identity before 2018 cannot be reconstructed from open sources. He was trained through an Armenian-American diaspora programme at a US university that Russia has designated an "undesirable organisation." He is documented in a separate NGO-to-government pipeline track. He is the only confirmed individual in this series who appears in both pipelines. He is currently rolling out a biometric passport system supplied by a French company whose contract terms are not public.

When the Pashinyan government leaves and the institutional protection surrounding his portfolio dissolves, three questions will need public answers: what was Ghazaryan's career before 2018, what are the full terms of the IDEMIA biometric contract, and who actually holds the key material for the biometric database. Today those questions have no public answer. After Pashinyan, they will have no defenders either.

You are Deputy Minister of Internal Affairs for passports and migration. You control every Armenian passport, every citizenship decision, the administration of the 101,848 people forcibly displaced from Nagorno-Karabakh, and the 2026 rollout of the IDEMIA biometric passport system. You are a confirmed Tavitian Scholar at Fletcher and the only officially documented double-pipeline product -- Tavitian and Soros/NGO -- in the government.

Your pre-2018 biography is not available in any searchable English-language source. Your Wikipedia page does not exist. Your pre-revolution press trail does not exist. You administer the infrastructure of Armenian identity from a position whose occupant's own identity the public cannot independently verify.

When the government changes and the IDEMIA contract is finally subjected to parliamentary scrutiny, the questions that have no public answers today will have to be answered by someone. The official currently responsible is you.
